From what I have researched, this tranceiver appears to operate off of an FM band. The tranceiver appears to work with volume, squelch and transmit functions seeming to operate properly. They may either need to be deep-cycled or possibly refurbished or replaced. I have been able to charge both battery packs, however, neither appear to be holding a charge for very long.
It also has a receptacle for microphone/earphone. This unit is an Icom IC-H6 six 6 channel tranceiver with two battery packs. It also comes with an attached metal belt clip and rubber antenna.
I have no receiver for the frequencies so I am not able to check the actual transmission quality.
