Is stays lit for a few seconds then turns back off. When you turn the power/volume knob to on, the led light on top comes on and is orange. It may just need re-programming but I don't know. I personally don't know much about this item as it was received as surplus.
I am not sure if this radio works correctly or not so it is being sold for parts or repair purposes. It is a p25 compliant radio and is also narrow band. According to the information available online, this is a uhf model with a band split of 380-470mhz.
